The essay reconstructs the political and institutional events of Bologna in the late 19th century, when the social forces which, after the 1376 riots, had promoted a sort of city self-government, the so called "regime of people and arts", tried to adapt functions and structure of the organs of government and administration to the new appeals for the realization of a regional state.
